General Information: The parent of a public school student with an Individual Educational Plan (IEP) or a current Section 504 Accommodation Plan may request and receive from the State of Florida, a John M. McKay Scholarship (McKay Scholarship) for the student to enroll in and attend a private school or attend a public school other than the one to which is assigned, in accordance with the rules of the State Board of Education and with Brevard Public Schools’ School Board Policy 7120.
Eligibility Requirements: To be considered for the McKay Scholarship, your child must have an IEP or a current Section 504 Accommodation Plan, must be entering grades K-12, and must have spent the prior school year in attendance at a Florida public school in accordance with requirements and definitions established by Florida Senate Bill 256. Only students that were counted in the October and February FTE Surveys at a public school site during the prior school year are eligible for initial eligibility.
Military Families: If your child does not meet these requirements but has an IEP or a current Section 504 Accommodation Plan and you are a member of the United States Armed Forces who has transferred to Florida from out of state or from a foreign country pursuant to a permanent change of station orders, your child may be eligible for a McKay Scholarship. Parents are encouraged to contact the McKay Scholarship Office at Brevard Public Schools (321-633-1000 ext.503) for more specific information regarding special considerations for children who are dependents of a member of the United States Armed Forces.
How to Apply: Parents may find more information regarding the McKay Scholarship program by calling the Office of Independent Education and Parental Choice at 1-800-447-1636 or by visiting their website at www.floridaschoolchoice.org. To apply for a McKay Scholarship to a private or a public school, the parent must apply online at this website. The parent must apply for the McKay Scholarship prior to withdrawing the student from the public school.
Private School Requests: For assistance with a private school request, parents may call the Florida Office of Independent Education and Parental Choice at 1-800-447-1636. The deadlines for intent filing, private school enrollment and quarterly payments are set by Florida Statute. The deadlines can be found on the McKay Scholarship website at www.floridaschoolchoice.org.
Public School Requests: After submitting the online request at the website above, the parent must contact a representative of the Brevard Public Schools at 321-633-1000 ext. 503. The Brevard Public School representative will work with you to review the public school choices. The deadlines for intent to a public school choice for the 2015-2016 School year are July 12, 2015 and December 4, 2015.
These deadlines apply to completion of all required procedures for the McKay Scholarship including submission of the on-line application and notification to the McKay Scholarship Office at Brevard Public Schools when a public school choice(s) is requested. Parents must provide Brevard Public Schools with the name(s) of public school choice(s) by the deadline date. Requests for a public school choice after the deadline date will not be considered. There will be no exception to the deadline dates. Students can only enroll in their approved McKay Scholarship public school at the beginning of the school year or the beginning of the second semester. If you fail to register at the approved school site by the first day of school August 12, 2015, or the first day of the second semester, January 5, 2016 you will forfeit your approved Public McKay intent.
Transportation: Students are provided district transportation to a public school of choice if the student attends the school of choice for a portion of the school day. For students that attend a public school of choice the entire school day, the students’ parents are responsible for provision of transportation.
Choice Schools: Schools of Choice are considered public schools for purposes of the McKay Scholarship. Parents may apply for a public school McKay Scholarship to a choice school, choice program, magnet school, or charter school. Parents are notified that although they can make such application, the McKay Scholarship application and approval to these types of schools do not provide the student the opportunity to go to the front of the line and be automatically accepted. Students must complete the school’s registration process and enter into the lottery or waiting list just as all other students who apply to attend one of these schools. If the student is first admitted to one of these schools through the normal lottery system or waiting list system, then the student who has applied for and is eligible for a McKay Scholarship would be able to attend this school with the advantages offered through the McKay Scholarship.
Public Schools Open to the McKay Scholarship for Second Semester 2015/2016:
Brevard Public Schools closes selected public schools to McKay Scholarship requests based on the building capacity at the school and the calculation of students with disabilities enrolled at each school. Each school in Brevard County is reviewed and updated periodically for these factors in order to determine which public schools are available as a McKay Scholarship choice. Based on these calculations, the following public schools currently have space available to consider approval of your child to attend the school using a McKay Scholarship beginning January 5, 2016. If you request one of these schools for your child, there is still further consideration that is made as the request is reviewed to assure that the requested school has the ability to accommodate your child’s needs as stated on their Individual Education Plan (IEP) or 504 Accommodation Plan. Parents must request one (or more) of the following schools prior to the deadline date in order for your child to be considered for a McKay Scholarship to that school.
Parents may appeal the denial of a public McKay Scholarship request by submitting the “Public McKay Scholarship Appeal” form to the Office of Student Services. The form needs to contain detailed reasons why the request should be granted. The deadline for submitting an appeal form is 4:00 pm on December 11, 2015.
